Kurdish President says Exxon Deal is On


The President of Iraqi Kurdistan said on Wednesday that the region will go ahead with its exploration deal with U.S. oil major Exxon Mobil despite objections from Baghdad.

According to Reuters, Masoud Barzani (pictured) said Iraqi Prime Minister Nuri al-Maliki was told of the deal prior to its signing and had no objection, and called Baghdad’s opposition unconstitutional.

“The contract is not unconstitutional. Yes, we have signed with Exxon Mobil according to the constitution … the objection that we heard from some officials is what is unconstitutional,” he told the news agency in an interview.

“We are committed to the deal and we will execute it without caring about what some officials in Baghdad say, which is against the constitution.”

Exxon has not commented publicly on the agreement and Iraqi oil officials say the company has not responded to their requests for an explanation.

Despite the silence from Exxon, the U.S. State Department commented on the deal, saying it hoped Iraq and Exxon could resolve the dispute in a way that would not undercut the future development of Iraqi oil resources.

Barzani said the Exxon deal would benefit all of Iraq, not just the Kurdish region. He said he was surprised at Baghdad’s recent warning against the deal.

“It is strange really, and has no meaning. For us, it doesn’t mean anything. At the first step, I sent a message to the prime minister and informed him of all the details. The answer I got back was that there was no objection… Before the signing, yes.”

“The oil policy in Iraq is a failed policy, I say it clearly. Ask the Iraqi people where are the oil refineries? … How many hours of electricity are available for the Iraqi citizen in the center and south? And Iraq lives on a sea of oil,” he said.

“If it is not a failed policy, then what is the reason?” he asked.

Kurdistan President Approves 2011 Budget


The president of north Iraq’s Kurdistan Region, Massoud Barzani (pictured), has approved the Region’s 2011 Budget, estimated at 13.9 trillion Iraqi dinars ($11.6 billion), the Region’s media director,Simko Anwar, told Aswat al-Iraq news agency.

“The President of Kurdistan Region, Massoud Barzani, has approved the Region’s budget for the year 2011, last Thursday, after long discussions by the Region’s Presidency Commission,” he said.

KRG Temporarily Suspends Land Allocations to Private Companies


As part of the reform program announced by President of Iraqi Kurdistan, Massoud Barzani (pictured), and the Kurdistan Regional Government (KRG), all land allocations to private companies and investors have been suspended for two months, pending a new, more efficient mechanism for land allocations.

This decision excludes agricultural and industrial projects, as well as projects undertaken by what it describes as ‘reputable international companies’.

Fuad Hussein of the Kurdistan Region Presidency said that a decree has been sent to the KRG Council of Ministers to immediately implement this measure.

The KRG Investment Law of 2006 offers attractive land incentives to encourage local and international private companies do business in the Kurdistan Region.

Barzani and Erdogan Open Erbil Int’l Airport and Turkish Consulate


Prime Minister Recep Tayyip Erdoğan in a historic visit today became the first Turkish premier to visit the Kurdistan Region. Together with President Masoud Barzani, they officially opened Erbil International Airport (EIA) and Turkey’s Consulate in Erbil.

After welcoming Prime Minister Erdoğan and the rest of the distinguished guests, President Barzani said that he was very pleased that the Prime Minister joined him in launching the Erbil International Airport on this historic day. He said, “This [airport] is the first step to building a strong infrastructure in all of Iraq, and especially in the Kurdistan Region, and it is a key to many large scale projects to develop the Kurdistan Region and Iraq as a whole.”

Regarding Prime Minister Erdoğan’s visit, the President said, “We consider this to be a very historic moment. We believe that this visit will build a very solid bridge in bilateral relations between Iraq and Turkey and between the Kurdistan Region and Turkey especially.” The President commended Prime Minister Erdoğan for his courageous policies in Turkey and the wider region. Due to the Prime Minister’s wise decisions Turkey is playing a strategic role in the region, and the region wishes him success in the upcoming elections, he said.

Prime Minister Erdoğan said “We have historical and cultural bonds with Iraq, and with this beautiful region, now we’ll be connected by airways. But, I don’t want to call it airways, rather I want to call it ‘the way of the citizens,’ and through this way of the citizens we will be connected to each other and connected to the rest of the world.” He went on to say that Turkish Airlines would begin flights to the new airport on April 14th this year.

After the inauguration of the new airport, President Barzani joined the Turkish Prime Minister and his delegation at the opening ceremony for Turkey’s new Consulate General in Erbil. The leaders marked the event as another significant step in the mutually beneficial commercial and political relationship between the Kurdistan Region of Iraq and the Republic of Turkey.

Relations Improving Between Kurdistan and Turkey


According to a report from Niqash, Massoud Barzani, the Kurdistan Region Government President, was invited recently to Turkey for talks on increasing economic integration between the two states.

With trade between the Iraqi Kurdistan Region and Turkey reaching $9 billion, relations between Turkey and the Region have improved significantly.

Turkey is working hard in the face of competition from other countries to take the lion’s share of economic opportunities in Kurdistan.

“My Prime Minister wants Turkey and the Iraqi Kurdistan Region to be integrated with each other through economics,” said Aydin Selcen, Turkish Consul in the Kurdistan Region’s capital, Erbil.

“We hope the border areas between Turkey and Kurdistan Regionwill become more peaceful, so that the areas can turn into a destination for trade and tourism,” Selcen added.

Turkey sees potential for strategic partnership between themselves and Kurdistan and the economic benefits of a close relationship are obvious to both parties.

“Turkey knows very well that Kurdistan is not a sea of oil, it is an ocean of oil,” said Musa Muhammad, an economics lecturer at Salahuddin University in Erbil.

He said the Kurdistan Region needs Turkey to build the region and as an export partner for its oil and gas. And if Turkey joins the European Union, Kurdistan can be the gateway between the Arab Gulf Countries and Europe, since the Kurdistan Region has a 700km borderline with Turkey.

As for Turkey, Muhammad added, Turkey wants to become the main route for the export of Iraqi oil and gas, especially for the proposed Nabucco Pipeline, which takes Iraqi gas to Europe. The pipeline goes through Kurdistan to Turkey. Turkey also sees the Kurdistan Region as a possible gateway to better links with the rest of Iraq and other Arab countries in the region.

According to Muhammad, there is huge competition between Turkey and Iran for dominance in the Kurdish economy. Turkey currently has a lead and is better placed to win the competition because Kurdistan has more joint interests with Turkey than with Iran and Turkish products tend to be of higher quality than Iranian products.

Make a Fortune in Iraq – Lord Archer


In a recent opinion piece in the Times, Lord Jeffrey Archer was enthusiastic about the opportunities to be grasped in modern Iraq:

  • Today [Baghdad] is a boom town, rather than a bomb site. If I were a young man, looking to make my fortune, I would be off to Iraq like a shot.
  • … there is an opportunity in Iraq that rivals the gold rush.
  • If I were 30 and not 70, I would go and find out who wants what and see that they got it.

He was particularly bullish about Iraqi Kurdistan, with which he has had a long association:

  • The city of Erbil looks like Dubai 15 or 20 years ago.
  • Go east young man, go to Kurdistan. You could make your first million, and what’s more, you won’t be taxed at 50 per cent.

And while Lord Archer’s relationship with the truth has sometimes been called into question,  his arguments for Iraq are clearly supported by the evidence, as regular readers of Iraq Business News will be aware.

But it’s not always an easy place to do business, which is why it’s important to get the best advice and guidance.

The difficulties are not all on one side, however: President Barzani spelled out the problems that Iraqis have in getting entry visas to Britain, for example, a problem they do not face in France or Germany. Indeed, we have highlighted this issue in the past.

As ever, the rewards will be reaped by those who face the difficulties and take the risks.

Barzani Meets German Investors in Arbil


The President of Iraq’s Kurdistan region Massoud Barzani received the German deputy trade minister and his accompanying delegation on Wednesday at the Salah el-Din resort in Arbil, according to a presidential statement.

During the meeting he announced the inauguration of the German trade and industrial office in Kurdistan to facilitate the work of German investors and traders in the region,” said the statement received by Aswat al-Iraq news agency.

“The president expressed happiness over the opening of the office, asserting that it and the German consulate in Arbil can provide good service to traders, industrialists and businessmen,” the statement added.

Barzani Approves Kurdistan Region’s 2010 Budget


Arbil, 22 April 2010 - Aswat Al Iraq

President of Kurdistan region Massoud Barzani ratified on Wednesday the 2010 budget and sent it back to the parliament, a media advisor of the parliament’s speaker said.

“The draft law will be sent to the parliament and the government to be implemented,” Tareq Jouhar told Aswat al-Iraq news agency.

Prime Minister Barham Saleh had announced on January 19, 2010 that his government approved the 2010 general budget draft law which reached 11.433 trillion Iraqi dinars ($9.7 billion).
