The full text of the Ministry's statement follows:
Until the Ministry of Oil (MoO) launches the 4th Licensing Round for the Exploration Blocks, the Petroleum Contracts and Licensing Directorate (PCLD) of the Ministry of Oil is pleased to announce the third pre-qualification process of the International Oil Companies (IOCs) with a view to:
(1) Qualifying the Non-Qualified International Oil Companies which were not previously qualified for the 1st, 2nd & 3rd Licensing Rounds.
(2) Re-evaluating the previously qualified International Oil Companies which haven't signed any Service Contracts with the MoO's Companies in the previous mentioned Rounds, especially for the Legal and Financial Criteria.
The IOCs in (1) are kindly requested to fill all the attached information sheets carefully whereas the IOCs in (2) to fill the Legal & Financial information sheets only and submit two original hard copies & one soft copy of them supported by official documents for the past three years to the PCLD on the address below. All documents should be in English.
As a reference, figures entered into the information sheets should be highlighted in the relevant supporting documents to enable easy access for checking.
Each IOC in (1 & 2) must pay in cash (18000000) eighteen million I.D. to the Accounting Department of the MoO as a Qualification Fee. This Fee will not be reclaimed or refunded whether the IOC might be qualified or not. The payment's receipt should be submitted to the PCLD by the IOC's authorized representative along with the qualification documents, and it will be considered as a condition for the IOCs to participate in the pre-qualification process.
The documents receiving Deadline is Thursday 19th May, 2011. Any documents that were sent by DHL or similar means before the Deadline and received thereafter would be accepted. Any documents would be sent after the Deadline will be neglected. The PCLD will not receive and accept documents sent through internet or any similar means.
