LOCATION: The project is located at an Iraqi Naval installation at Port of Umm Qasr, approximately 35 miles to the southeast of the Iraqi city of Basrah, adjacent to the southeastern border of the country.
PROPOSAL PERIOD: The Two-Phase Design-Build Solicitation is scheduled for release on or about 10 June 2013. The Phase One proposals will be due on or about 10 July 2013. Contract award is scheduled on or about 05 October 2013.
SET ASIDES and CODES: As the work will be performed outside of the continental United States, no set asides to small business or socioeconomic preference for this solicitation. This effort is classified through the North American Industry Classification System Code: 237990 quote mark Other Heavy and Civil Engineering Construction quote mark .
PROPOSAL PROCEDURES: The Request for Proposal (RFP) will be issued only to prime contractors. The Best Value Trade-Offs (BVTO) contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the Solicitation. This acquisition will result in a single fixed price construction contract awarded based on BVTO determination.

This is a Pre-solicitation notice to the prospective offerors interested in receiving the solicitation. To respond to this Pre-solicitation notice, submit a capabilities statement through the following site:

Click on the SOURCES SOUGHT tab; click the COMPLETE button under the CAPABILITIES STATEMENT column of the solicitation of interest; fill in the requested information; click REGISTER. This will automatically place a prospective offeror on the bidders list for the subject solicitation. Those offerors have already registered their Capability Statements are not required to register again.
