Iraq starts Official Electronic Signature System

By John Lee.

Prime Minister Mohammed Shiaa al-Sudani has approved the launch of an official electronic signature system for state institutions, the private sector, and citizens. The measure implements the Electronic Signature and Electronic Transactions Law No. 78 of 2012 and its 2025 regulations. Al-Sudani and Minister of Communications Dr Hiyam al-Yasiri carried out the first two official electronic signatures.

The Prime Minister described the move as a significant step in fulfilling the government's programme commitments on digital transformation, automation, and simplification of procedures. He emphasised its importance in improving citizen services, reducing administrative and financial corruption, and limiting bureaucracy in paper-based processes.

Al-Sudani highlighted that the system, recognised internationally, will strengthen public confidence in government institutions and digital transactions covering all state and private sector dealings. He praised the Ministry of Communications for preparing the requirements, including data centres and specialised staff training.

He added that the government is advancing in several areas of digital transformation, from establishing administrative structures and specialised centres to attracting expertise and promoting electronic systems for citizen transactions, supporting its broader agenda of administrative reform.
