Behind Iraq's bi-governance lies 2 different systems for victim protection. This report presents the complex and fragmented protection system in Federal Iraq and the Kurdistan Region of Iraq (KRI).
Even though extensive progress has been made in coordination to handle cases more efficiently, the required recognition of a judge, severe deficit of shelters, and lack of specialized services still leave victims unseen and unprotected.
This report aims to provide a detailed assessment of these gaps and present Mercy Path's intervention.
