The Ministry of Finance has held a meeting with representatives of Adam Smith International to discuss support for the transition towards programme and performance-based budgeting.

The meeting examined cooperation mechanisms for training Iraqi financial staff and developing technical capabilities to support the gradual move from line-item budgeting to budgeting linked to government priorities and measurable outcomes.

The meeting was attended by Deputy Minister of Finance Dr. Ali Karim and Director General of the Budget Department Milad Ziad Abdul Mawla. The ministry said the reform aims to improve budget preparation and implementation, enhance transparency and accountability, and measure the impact of public spending on services and development.

The Budget Department confirmed that its staff are ready to participate in proposed training programmes to support financial reform and improve public resource management.
