Iraq to create National Construction Council

Iraq's Council of Ministers (Cabinet) has approved the recommendation from the Ministerial Council for Social Services (Resolution 24016 K) to form the Iraqi Construction Council.

This new council will be chaired by the Minister of Construction, Housing, Municipalities, and Public Works and will include representatives from various ministries and organizations.

Members include representatives from the Ministries of Planning, Higher Education and Scientific Research, Justice, Environment, Baghdad Municipality, the Advisory Board, and the Iraqi Engineers Association.

Additional representatives from the Ministries of Industry, Labor and Social Affairs, Health, and Interior will be added.

Council Responsibilities will include:

  1. Regulation and Legislation: Oversee all construction-related matters, serving as the main body for enacting laws and regulations in this field. This includes developing the Unified Iraqi Building Code, Project Management Guide, Standard Price Analysis Guide, and the Resident Engineer Guide for construction projects.
  2. Modern Techniques and Sustainability: Implement new technologies and modern methods in construction, ensuring sustainable development principles are applied.
  3. Standards and Codes: Develop and update Iraqi building codes and specifications, and enforce unified Arab codes in both the public and private sectors.
  4. Labor Organization: Regulate local and foreign labor to ensure social justice principles are maintained.

The Ministry of Construction, Housing, Municipalities, and Public Works is tasked with preparing the organizational structure and internal regulations for the council. This structure should not conflict with the roles and authorities of existing government institutions.
