Can the Federation Council help address Iraq's ongoing 'state' crisis?
Article 65 of Iraq's 2005 Constitution calls for the establishment of a second legislative chamber known as the Federation Council (FC).
However, this article remains dormant, awaiting 'to be regulated by law' - just like many other suspended constitutional provisions.
