Pushing Baghdad towards Centralization: Understanding the Impact of the Decline of Federalism in Iraq
This report focuses on the general trends in the exercise, distribution and flow of power in Iraq over the past two decades, and examines their implications for the federal structure of the state as enshrined in the constitution.
The research is based on preliminary data including Iraqi legal and constitutional frameworks, decisions of the Federal Supreme Court (FSC), as well as interviews with a variety of stakeholders and experts inside and outside Iraq.
It also includes a detailed analysis of secondary data from media reports and publications from various organizations, with the aim of assessing the changing power dynamics and the relationships between components within the country.
