Iraq's Commission of Integrity has reported preserving more than IQD 837 billion (USD 640 million) and USD 551 million during 2025 as part of its anti-corruption activities.
In its annual report, the commission outlined a rise in investigative, legal, and preventive actions aimed at protecting public funds and preventing waste.
Key enforcement and legal indicators include:
- 37,175 reports reviewed, with an 85% completion rate
- 31,355 criminal cases handled, with a 73% completion rate
- 14,645 summons orders issued, including 18 against ministers and 276 against senior officials
- 3,461 arrest warrants issued, including 21 against ministers and 118 against senior officials
- 1,950 detention orders and 215 travel bans issued
- 1,555 enforcement operations conducted, resulting in 671 arrests "red-handed"
The commission also referred 2,444 cases to court and issued 5,676 referral orders, including cases involving ministers and senior officials.
In relation to stalled projects, the commission identified 116 projects across 10 provinces with a total value of IQD 946 billion (USD 722 million) and USD 721 million, opening 32 criminal cases linked to these projects.
Judicial outcomes included:
- 522 non-final conviction rulings covering 810 individuals
- 370 final conviction rulings
- 1,301 individuals included under general amnesty across 666 decisions
Preventive measures included the submission of 49,060 financial disclosure statements, with full compliance from the three presidencies, and the identification of 83 conflict-of-interest cases. Final court rulings in illicit enrichment cases covered IQD 21 billion (USD 16 million).
Oversight activities included 734 field visits covering 419 administrative entities, resulting in 61 monitoring reports.
In asset recovery efforts:
- 78 files for the extradition of fugitives were completed, with 55 in progress
- 56 files for recovering smuggled funds were completed, with 139 in progress
- IQD 6 billion (USD 4.5 million) was recovered domestically
The commission said these indicators reflect increased institutional performance and coordination across investigative, legal, and preventive functions.
