The General Directorate for Industrial Development (GDID), a division of the Ministry of Industry and Minerals, issued 124 provisional licences for new industrial projects in March 2025.

The licences covered multiple industrial sectors and were distributed across several governorates:

  • Baghdad: 30 licences
  • Basra: 18 licences
  • Nineveh: 18 licences
  • Anbar: 10 licences
  • Kirkuk: 10 licences
  • Remaining governorates: 38 licences

The Directorate also granted 33 establishment-completion licences to projects that had fulfilled the conditions set out under Industrial Investment Law No. 20 of 1998.

Additional services provided during the period included identity renewals and licence reactivations. The Directorate stated that electronic field inspections are continuing across the governorates in support of the Iraqi industrial sector.
