New Oversight Body for Iraq's Public Finances

A new supreme oversight body is to be established in Iraq to monitor government contracts and recover public funds, following a meeting chaired by Prime Minister Ali al-Zaidi on Saturday.

The meeting was attended by the head of the Federal Board of Supreme Audit (FBSA), the head of the Federal Commission of Integrity, the Prosecutor General, and a judge from the Karkh Integrity Court.

The new body, to be known as the Supreme Sovereignty Council for Integrity, Oversight and Recovery of Public Funds, will be chaired by the Prime Minister and include the heads of the Federal Board of Supreme Audit and the Federal Commission of Integrity. Its remit will cover:

  • Supervisory oversight of ministries, non-ministerial bodies, and governorates on substantive matters
  • Halting waste of public funds and recovering state assets
  • Referring findings to the judiciary

The meeting also discussed forming a central committee comprising the Federal Board of Supreme Audit, the Federal Commission of Integrity, and the Ministry of Finance, tasked with developing a mechanism to audit and investigate government contracts before they are signed, to ensure compliance with approved allocations and applicable laws.

Al-Zaidi directed that specialist sub-committees be established to audit government contracts and verify the economic feasibility of projects.
