Humanitarian Partners Warn that Time is Running Out

We can’t do what is necessary to prepare for Mosul if we don’t receive additional funding now. We need funding for the original appeal and we need an additional USD 284 million at least 2.5 months before the start of the Mosul operation to prepare. Humanitarian partners in Iraq have rigorously prioritized needs. We are not asking for an inflated amount in the hope of receiving a portion. We are asking for the minimum needed,” said Ms. Grande. “If funding arrives only after the military operation to retake Mosul starts, partners will be unable to respond appropriately.

The costs of the Mosul humanitarian operation itself will depend on the scale, duration and intensity of the battle for the city. Humanitarian partners, working closely with governmental counterparts, have developed a range of scenarios from limited destruction and limited displacement for a limited period to massive destruction and massive displacement for a long period. In a worst case, nearly USD 1.8 billion may be required to support the people in trouble.

It is becoming increasingly urgent to rebalance the investments being made in Iraq to ensure that the Iraq civilians, who have been caught in the conflict and who have lost everything, receive the assistance they deserve,” said Ms. Grande.
