Iraqi Property Sales and Ownership Transfers to go Digital

Prime Minister Mohammed Shia' al-Sudani has launched a project to automate property sale and ownership transfer transactions at the General Directorate of Real Estate Registration within the Ministry of Justice.

The system is intended to support administrative and financial reform, improve transparency, and protect citizens' property rights. Al-Sudani said the directorate is among the most heavily visited government offices due to its role in ownership and transfer processes.

He described the project as a key step to reduce bureaucracy, speed up transaction processing, limit the role of intermediaries, and shift from paper-based to electronic systems as part of the government's wider digital transformation agenda.

The Prime Minister stressed the need for continuous review and system upgrades, as well as adequately trained and qualified staff, to ensure correct implementation. He also instructed relevant authorities to improve service delivery while ensuring transactions are securely completed and stored.

Al-Sudani emphasised the importance of electronic linkage with other government bodies, directing the Ministries of Interior and Finance to accelerate integration to complete verification and processing procedures.
