- The ISC board approved Regulatory Instruction No. (36), the regulatory framework for licensing contracts for difference (CFDs) trading and leveraged trading activities, during its eighth session held on Aug. 30. The instruction aims to strengthen the regulation and oversight of these activities, protect investors, and ensure that leveraged trading and CFDs are conducted in accordance with clear legal controls and requirements. Under the framework, licenses will be limited to established international brokerage firms meeting strict regulatory and operational requirements. Applicants must hold at least five active Tier-1/onshore international regulatory licenses, have at least 10 years of experience in financial derivatives, and have experience in electronic trading in global securities and/or commodity markets. They must also meet governance, risk-management, AML, cybersecurity and financial-solvency requirements, provide training for Iraqi staff, and establish a branch or licensed company in Iraq under ISC supervision. - A cross transaction occurred on 24.6 bn shares of Al-Anssari Islamic Bank (BANS), valued at IQD1.23 bn, on Sep. 7, corresponding to 9.8% of BANS's capital.
- A cross transaction occurred on 24.0 bn shares of Al-Anssari Islamic Bank (BANS), valued at IQD1.2 bn, on Sep. 10, corresponding to 9.6% of BANS's capital.
- A cross transaction occurred on 3.07 bn shares of National Bank of Iraq (BNOI), valued at IQD11.73 bn, on Sep. 10, corresponding to 0.5% of BNOI's capital.
- The ISC approved Commercial Islamic Bank of Iraq's (BCOI) request for a 90-day extension, starting from Sep. 1, to list the new shares issued through the 7% bonus issue and complete the related procedures with the Companies Registrar.
- The subscription for the 8.22 bn new shares of Mamoura Real-estate Investment (SMRI), from the capital increase from IQD22.78 bn to IQD31.0 bn through a 36.08% rights issue, will start on Sep. 20 at IQD1.0 per share, at Bank of Baghdad's main branch in Al-Nidhal Street and its Al-Mansour branch in 14 Ramadan Street. Shareholders have priority to subscribe pro rata to their holdings during the first 15 days, while the public and the non-subscribing shareholders can subscribe during the second 15 days. The subscription period is 30 days and may not exceed 60 days, and it will close once all the offered shares are subscribed.
- The ISC has approved the request of Ameen Al-Iraq Islamic Bank (BAME) to have an additional extension period until Sep. 30 to add the new shares from the capital increase for 20% through the article (56/ Fourth), to complete the capital increase procedures with the Companies Registrar.
- The Central Bank of Iraq issued a special statement confirming that all deposits at Al-Taif Islamic Bank (BTIB) are fully protected, clarifying that the imposition of guardianship over the bank is a precautionary supervisory measure not a declaration of insolvency. The CBI, working with the appointed guardian, is taking steps to strengthen the bank's liquidity and regulate withdrawals in a gradual and orderly manner, with priority given to domiciled employee salaries. The Bank reassured depositors that these actions fall within its regulatory mandate to protect their rights and maintain confidence in the banking sector, while urging the public and media to rely exclusively on official CBI channels and avoid circulating unverified information. - Rehab Karbala (HKAR) resumed trading on Sep. 8 after holding its AGM on Sep. 3, in which they discussed and approved 2025 annual financial statements, and elected five original and five alternative board members.
Stocks that were suspended / will be suspended from trading:
- ISX suspended trading of Gulf Insurance and Reinsurance (NGIR) starting Sep. 8 due to the AGM that will be held on Sep. 13 to discuss and approve 2025 annual financial statements and increasing the capital from IQD7.0 bn to IQD8.0 bn through a 14.3% rights issue.
- ISX will suspend trading of Rajih Islamic Bank for Investment and Finance (BRAJ) starting Sep. 17 due to the AGM that will be held on Sep. 22 to discuss and approve 2025 annual financial statements, and dividend distribution.
- ISX will suspend trading of Al-Sadeer Hotel (HSAD) starting Sep. 21 due to the AGM that will be held on Sep. 24 to elect four original and four alternative board members.
- ISX will suspend trading of Kharkh Tour Amuzement City (SKTA) starting Sep. 27 due to the AGM that will be held on Sep. 30 to discuss and approve 2025 annual financial statements, dividend distribution, and increasing the capital from IQD1.6 bn to IQD2.1 bn through a 31.3% issue (55/Fourth).
- ISX suspended trading of Hammurabi Commercial Bank (BHAM) (OTC) starting Sep. 7 due to the AGM that will be held on Sep. 7 to discuss and approve increasing the capital from IQD201.0 bn to IQD267.33 bn through a 33.0% rights issue. The bank resumed trading on Sep. 8.
- ISX suspended trading of Al-Batek Insurance Company (NBAT) (OTC) starting Sep. 8 due to the AGM that will be held on Sep. 8 to discuss and approve 2025 annual financial statements and electing new original and alternative board members. The company resumed trading on Sep. 9.
- ISX will suspend trading of Almaseer Insurance Company (NMAS)(OTC) starting Sep. 15 due to the AGM that will be held on Sep. 15 to discuss and approve increasing the capital from IQD13.0 bn to IQD20.0 bn through a 30.8% bonus issue and a 23.1% rights issue. The company will resume trading on Sep. 16.
