Iraq's Communications and Media Commission (CMC) has published a draft regulatory framework for licensing telecommunications services on non-terrestrial networks, including in-flight connectivity (air-to-ground, A2G), and opened it for public consultation. The draft aims to establish technical and regulatory standards for such services, covering efficient use of radio spectrum and compliance with approved technical requirements.
The CMC is inviting submissions from telecoms companies, service operators and providers, airlines, airports, government bodies, and other stakeholders. Comments should be sent to [email protected], and should where possible include the relevant article or clause number, the proposed amendment, and supporting justification. The deadline for submissions is 3 October 2026.
The CMC has stated that all responses received during the consultation period will be studied and evaluated.
