Iraq Advances Customs Digitalisation with ASYCUDA Phase Three

By John Lee.

According to Iraq's Ministry of Finance, the third phase of the ASYCUDA (Automated System for Customs Data) customs management system is set to be launched at the start of next month, following a progress review meeting chaired by Finance Minister Falah Sari on Wednesday.

The meeting was attended by the Director General of the General Customs Authority, Dr Thamer Qasim Daoud, along with representatives of the United Nations Conference on Trade and Development (UNCTAD) and a number of technical specialists involved in the project.

The meeting reviewed progress across the project's implementation phases and discussed the technical and procedural requirements for phase three. Minister Sari directed that the phase be launched at the start of next month to support the modernisation of customs operations and the digital transformation of border posts and customs centres.

The minister stated that ASYCUDA is a key pillar of customs administration reform, providing tools to simplify procedures, enhance transparency and oversight, and improve operational efficiency, with positive effects on non-oil revenues and the business environment.

Dr Daoud confirmed that the General Customs Authority has completed a significant portion of the technical and procedural requirements for the project, adding that phase three will represent a major step forward in customs operations management through expanded automation and enhanced electronic oversight at border crossings.

UNCTAD representatives confirmed their continued technical coordination to ensure the success of the next phase, commending the level of progress achieved.
