• Near Mosul, four strikes engaged an ISIL tactical unit, destroying five fighting positions, three mortar systems, two ISIL-held buildings, two vehicles, a weapons storage facility, a command-and-control node, a tunnel entrance, a front-end loader and an artillery system. Two fighting positions were damaged and two tactical units and a heavy machine gun were suppressed.
• Near Rawah, three strikes destroyed three ISIL storage containers, a bunker and a supply cache. An excavator was damaged.
• Near Sultan Abdallah, a strike engaged an ISIL tactical unit and destroyed two ISIL-held buildings, two vehicles, a vehicle bomb and a heavy machine gun.

Task force officials define a strike as one or more kinetic events that occur in roughly the same geographic location to produce a single, sometimes cumulative, effect. Therefore, officials explained, a single aircraft delivering a single weapon against a lone ISIL vehicle is one strike, but so is multiple aircraft delivering dozens of weapons against buildings, vehicles and weapon systems in a compound, for example, having the cumulative effect of making those targets harder or impossible for ISIL to use. Iraqi Oil Minister Jabar Ali al-Luaibi called on Egyptian companies to participate in oil investment contracts. He said during a meeting with the Egyptian ambassador in Baghdad, Hassan Ahmed Darwish, “It is necessary to strengthen relations between Iraq and Egypt, especially in the oil business.”

On the same day, Iraqi Prime Minister Haider al-Abadi spoke with Egyptian President Abdel Fattah al-Sisi over the phone to discuss the bilateral relations between the two countries and to unite efforts in the fight against terrorism.

Although Abadi was preoccupied with the battle of Mosul, that did not prevent him from contacting Sisi, which underlines Egypt's importance for Iraq as well as the significance of improving the Iraqi-Egyptian relationship in light of the current Saudi-Egyptian tension.

The meeting and phone call came a week after the Riyadh-Cairo relationship suffered a blow following Egypt voting in favor of the Russian project on the Syrian crisis. The fact that Iraq quickly communicated with the Egyptian government implies an Iraqi desire to rearrange its ties at the Arab level.

Iraq’s inclination to strengthen the relationship with Egypt in the oil business was met with an Egyptian desire to do the same, especially since the latter is experiencing some tension with Saudi Arabia. Thus, Iraq seems like a good option as an oil-rich country to resort to.

Iraq, which is also not on good terms with Saudi Arabia, wants to invest in the crisis between Riyadh and Cairo and give Egypt a chance to prevent its economic conditions from deteriorating now that its former ally, Saudi Arabia, is out of the picture. Thus, Iraq gains an important Arab country like Egypt and benefits from Saudi Arabia’s loss of such an important Arab ally.

In its results for the third quarter of 2016, oilfield services company Schlumberger has said that it has increased process systems deliveries in Iraq.

While Middle East & Asia Area revenue declined 1% sequentially, lower activity in Indonesia, the UAE, and the South East Asia was mitigated by higher revenue in Saudi Arabia, Iraq and Kuwait on new projects, increased drilling activity, and additional land seismic surveys.

Schlumberger Chairman and CEO Paal Kibsgaard (pictured) commented:

“In the global oil market, the supply and demand of crude is now more or less balanced as evidenced by flattening petroleum inventory levels and the start of consistent draws toward the end of the quarter—particularly in North America.

"At the same time, oil demand for 2017 was again revised upward in October and if combined with OPEC’s announced intention to cut production, this suggests further inventory draws in the coming quarters that should lead to upward movement in prices."

The strikes were conducted as part of Operation Inherent Resolve, the operation to eliminate the ISIL terrorist group and the threat they pose to Iraq, Syria, and the wider international community. The destruction of ISIL targets in Syria and Iraq further limits the terrorist group's ability to project terror and conduct operations, officials said.
