The Iraqi Cabinet has amended Resolution 24306 of 2024 to authorise the National Investment Commission (NIC) to contract with the advisory consortium comprising Malaysia's HSS [HSS Engineering Berhad (HEB)] and the UAE's CHSS (as partner) for the Najaf-Karbala metro project.
The decision allows the NIC to grant the investment licence and sign the investment contract with the winning consortium or company in accordance with applicable laws and regulations.
Under the terms, consultancy fees will be set at 0.6% for the evaluation and audit phases, and 1.2% for the supervision phase, to be covered by the winning investor.
HSS is also involved in planning the Baghdad Metro.
