Cabinet Approves Winter Agricultural Plan for 2026/27

Iraq's Cabinet has approved the winter agricultural plan for the 2026/27 season, setting out wheat procurement targets, seed subsidies, and fertiliser policy.

According to the Prime Minister's Office, the Ministry of Trade is authorised to purchase up to 4 million tonnes of wheat from all governorates, excluding the Kurdistan Region, at prices determined under Cabinet Resolution No. 247 of 2026.

The approved purchase price is IQD 700,000 (USD 534) per tonne for wheat produced within the agricultural plan on areas of up to 1,000 dunums. For areas exceeding 1,000 dunums, the price is IQD 500,000 (USD 382) per tonne. Eligible irrigation sources include rain-fed, traditional surface irrigation, modern surface irrigation systems, and modern well-based irrigation.

The Cabinet also approved:

  • Acceptance of fodder barley produced within the winter plan, without subsidy, by the Mesopotamia General Company for Seeds (Ministry of Agriculture) and the Iraqi Company for Seed Production (mixed sector), with both companies permitted to export barley outside Iraq under mechanisms they determine
  • A 70% subsidy on the sale price of wheat seeds to farmers and agricultural producers
  • A 100% subsidy on pesticides for wheat crops within the agricultural plan
  • Suspension of the 35% additional customs duty on imported urea fertiliser from all sources - previously imposed under Cabinet Resolution No. 573 of 2020 - until 28 February 2027
  • Authorisation for the Ministry of Agriculture to purchase DAP [di-ammonium phosphate] fertiliser directly from manufacturers, without intermediaries
